To me it made perfect sense since the song describes how Rock 'n Roll is alive in LA, in New York and a whole lot of other cities that they sing about (cant remember all of them) PLUS the Rock 'n Roll Hall of Fame IS afterall in Cleveland!

I was singing along loudly with the radio while on a drive with the family and my nephew looked at me like I was truly out to lunch when I sang the part about Cleveland!

Huey Lewis wrote this song after performing to a great crowd in Cleveland, and the original line actually was "the heart of rock & roll is in Cleveland." But his bandmates thought he was crazy to have that be part of the chorus, so he changed it. Cleveland now gets a mention at the end of the song.
