I was living in an apartment building in Tijuana that was owned by a drug cartel, and the top floor was exclusively for business with "tecatos" (junkies) and had a lookout (perrico, or 'parakeet') that would whistle if a raid was coming down. "Oye como va" is street Spanish for "hey, how's it going?" The Mexican Judicial Police ("judas" in slang) were also called "gatos" (cats) because they were always on the prowl for junkies to roll for dope and money. "cuidad" means 'careful' so I took the song to reflect Carlos Santana's Tijuana heroin addict's background and heard the meaning I just described-
" Hey, how's it going, lookout?
O.K. - the cops are around- be careful"
How embarrassing when I found out this was a Tito Puente song.
