This is the way many romanians understood it after the 89 revolution. Before, few had access to Pink Floyd or any western music, and Russian was preffered to English as second language.
at that time I was 3 or 4, so I can't remember. I heard the song and understood it right only later (probably at the age of 8, when I began learning English).
(ps: neeno is not a romanian word... it's rather the sound a police car or ambulance makes)
